June 2026 - Monthly Meeting

Key Outcomes

The June One Voice meeting covered board updates, regional OHV access issues, and organizational development. A new board of directors for 2026 was confirmed, three subcommittees were proposed, and the One Voice website was significantly expanded. Key action items include distributing support letters for Idaho checkerboard land legislation and drafting a One Voice organizational letter of support.

Decisions Made

2026 Board confirmed: Brad Franklin, Chris Comanche, Jeff Noel, Marcus Trusty, Alexis Nelson, Dan Gould, Brad Smith, Carrie White, Stan Spencer, and Jim Chick. 1

Three subcommittees proposed: Marketing & Communications, Funding/Insurance/Operations — subject matter experts to be recruited. 12

Bylaws conflicts identified by James; review deferred to a dedicated directors' meeting. 3

Colorado litigation settlement: Forest Service responded with a counteroffer to One Voice's settlement offer on a travel management challenge; negotiations ongoing. 4

Public Access Rule adopted as the working name (replacing "travel management rule") to reflect focus on sufficiency of access over minimization. 5

Seasonal closure flexibility being pursued — goal is adaptive, condition-based gate management with empowered local/volunteer groups. 6

Forest Service regional volunteer agreements will continue through end of 2026; new region-aligned agreements expected to take effect in 2027. 7

Regional Updates

Colorado

•One Voice invited by the Forest Service to participate in the National Fair on the National Mall (end of June / July 1), alongside the MOU partnership. 8

•Comments submitted on San Rafael Swell Desert Travel Management reassessment, recommending full reopening of all routes. 58

California

Oceano Dunes: New Center for Biological Diversity lawsuit challenges incidental take filings; state parks likely needs to refile paperwork. 910

•State parks is legislatively mandated to maintain OHV recreation while protecting species — confirmed committed to motorized use. 11

E-moto issue growing; OHV division exploring dedicated urban pump-track/riding areas (~10 acres) for electric motorcycle users. 1213

Rubicon Trail: Forest Service providing updates but stakeholders seeking more concrete long-term protections beyond current supervisor commitments. 13

Pennsylvania

Paragon State Park (formerly private) soft opening July 6 for dual-sport motorcycles — ~32 miles of new trail; eventual buildout to several hundred miles. 14

Idaho / Montana (Lolo Pass)

Checkerboard land sale: ~27,000 acres of timber holdings proposed for federal purchase to protect recreational access; stalled in the House due to Rep. Fulcher's opposition. 1516

•Idaho Senators willing to advance the bill; support letters from motorized recreation clubs needed within ~9–10 days. 16

Washington State

Moses Lake ORV area: Research underway suggesting OHV traffic may be beneficial to northern leopard frog habitat — potential counter-evidence model for endangered species litigation. 17

Snowmobiling (National/International)

USA–Canada collaboration: United Snowmobile Alliance and Canadian Council of Snowmobile Organizations (CCSO) agreed for the first time to collaborate on cross-border snowmobiling issues. 18

International Snowmobile Manufacturers Association signed on to One Voice. 19
